Optimizations & Fixes
- Optimized State Selection interface:
1. States are now grouped into tabs by number, making it easier to find a specific State.
2. The Alliance Name of the current Governor is now displayed in the State list.

- To improve Alliance management and reduce message clutter, only R4 and R5 members will be able to post Alliance group messages after this update.

- The camera height increases once your Power Plant reaches a certain level to improve your field of view.
